It's a small 3"h x 5"dia. Pottery Planter, with 3 equally spaced holes 1/4" about 3/4" down from the top for hanging. This Pottery I found, with a search to be Ozark Roadside Tourist Pottery, made from the 1930's to 1950's, by several different Potteries, and I don't know who made this one, it isn't marked.
